BackgroundJoseph C. Foy's 40 years experience as a manager of construction and engineering projects in the industrial, commercial and municipal sectors were preceded by his award of a Bachelor's of Science in Civil Engineering from Louisiana State University. A registered Professional Engineer in both Texas and Louisiana, Mr. Foy has served as the owner, general contractor, sub-contractor, field engineer and design engineer on small and large projects requiring as many as 2000 construction workers and two years to complete. A member of the American Arbitration Association, Mr. Foy has arbitrated multi-million dollar claims, including an owner-contractor suit on a design-build (EPC) chemical plant expansion, and an owner-architect dispute on a multi-story commercial building. His advice and expertise have been utilized to resolve arguments involving cost overruns, delays, design defects, quality of construction, fraud and malpractice. In addition to acting as arbitrator, Mr. Foy has significant experience as a party in several large disputes that were disposed of by arbitration and mediation. As an executive he gained experience in management, safety, estimating, field operations, personnel and accounting. His experience also encompasses extensive contract negotiating and management in all types of contracts: lump sum, guaranteed maximum price (GMP), and cost reimbursable plus a fee. Mr. Foy's extent and breadth of experience provide him comprehensive knowledge relevant to construction projects, and an excellent facility for resolving construction disputes.
